The model

One formula, and it is written down

Staff score four inputs from 1 to 5. The server computes the ranking, so the person scoring cannot also decide where their idea lands in the queue.

Benefit = (Impact + Confidence + Strategic fit) / 3

Priority = 20 × Benefit / Effort

Priority runs from 0 to 100. Maximum benefit at minimum effort scores 100; low benefit at high effort floors near 4. It is a benefit-to-effort ratio, which ranks a backlog far better than two raw scores a manager eyeballs.
